Clinic Assist
ClinicAssist (also known affectionately by users as “CA”) is generally considered the “big brother” of the Top 5 HSG-compatible CMSes with the largest market share and this is reflected in the large number of respondents using CA. CA has continued to perform well in our Cycle 3 review by coming in at a very close second with an overall rating of 3.3 stars out of 5 stars. CA has performed well in the areas of Comprehensiveness and Reliability. Our reviewers are of the view that CA has an impressive range of functionalities and is most suited for clinics whose core business straddles across HSG, Community Health Assist Scheme (CHAS) and Third-Party Administrators (TPA) / Private Insurance systems.
CEG and Annual Service Fee (ASF) Report Card
Similar to other top 5 HSG-compatible CMSes, CA have multiple users who reported lower than expected disbursement in the variable component of ASF during the first release of the Interim Payment Advice in January 2025. Data accuracy pertaining to Screen for Life (SFL) especially in terms of indicating the outcome of the SFL results was an issue for some users leading to lower recognition of the variable component of ASF. 16.8% of users rated one or two stars when surveyed on the completeness of the HSG Care Report generated by CA in helping them claim for the ASF and incentives.
To the credit of the CA team, attempts were made to help users have an estimation of their CEG and ASF. However, this estimation may not accurately reflect the actual amount as the algorithm and logic for calculation may not exactly replicate that which is used by MOH. These estimates are meant to help clinics identify gaps in their data submission and should be reference with caution when compared to the actual payment for CEG and ASF. Like other HSG-compatible CMSes, it would be recommended that users actively reach out to their CMS vendor to have better understanding of how to submit the key data tied to CEG and ASF with the aim to achieve a better outcome for next year’s CEG and ASF.
HSG-related Functionalities – Old and New
CA continued to perform well in terms of HSG-related functionalities (including both pre-existing ones and the newer ones). 59.2% of users had rated the comprehensiveness of CA’s HSG Health Plan module as 4 or 5 stars. The transition to the new version of the Health Plan was generally smooth without any major issues (except the inability to copy over free text information from older Health Plans which is a universal issue for all CMSes). The new Patient Care Summary had functioned as it was intended to be, and the data presented was accurate. HSG tier versus CHAS tier price comparison, price caps on Whitelisted medications, remote drug orders and tracking of delivery status was generally fuss-free and worked well.
Perennial Areas which Users are Interested In
Our reviewers reported sporadic occasions in which there was downtime in CA. 57.6% of users rated CA’s stability as 4 or 5 stars during this period. While these downtimes tend to be short-lasting / temporary, there were rare incidents when it was longer than anticipated with some disruption to clinic operations. In one of the recent prolonged downtimes, it was understood by our reviewers that it was due to a server downtime triggered by issues relating to a Domain Name System (DNS) resolution failure. Users are strongly encouraged to leverage on CA’s user support chat groups (WhatsApp chat groups) for peer-to-peer assistance as well as up-to-date information on fixes.
Laboratory and Third-Party Administrator (TPA) / Insurance systems integration was generally acceptable with appropriate data flows. Users did not report any major issues for data contribution to NEHR. Customer support was generally acceptable with 41.6% of users rating the speed of CA in responding to technical issues as 4 or 5 stars. 47.2% of users also rated CA’s ability to satisfactorily resolve technical issues such as bugs/downtime as 4 or 5 stars.
Summary
In summary, across the CMS Sutra cycles, ClinicAssist has generally maintained stable ratings and is considered by our reviewers as a trustworthy system for clinics whose workflows include HSG, CHAS and TPAs. CA is a well-designed system and has a large range of functionalities. Users are encouraged to continue to tap on peer support chat groups for timely updates and sharing of information.
